Bukovel sustainability report 2024

In November 2024, during the 3rd National Tourism Summit, Bukovel officially announced its transition into a tourism destination. This transformation includes adopting environmental, social and economic sustainability principles in line with the international Green Destinations standards. The resort’s goal is to build a sustainable ecosystem guided by sustainability principles and ESG practices.

Below is the first public non-financial report summarizing the results the resort has achieved in recent years. The core data covers the period from 1 January to 31 December 2024.

About this report

The Bukovel Sustainability Report 2024 is our first comprehensive document and the start of a regular sustainability reporting practice. It brings together the resort’s environmental, economic and social impact in one structured format.

The report’s main goal is to establish an initial baseline that will underpin future annual reporting, year-to-year comparisons, policy improvement and the rollout of a comprehensive sustainability management system. It marks the point from which Bukovel moves to regular, transparent and structured disclosure of impact and progress. The document includes our key achievements, environmental monitoring results, ongoing initiatives and future plans.

This report is an important step toward integrating European standards of transparency, responsibility and sustainable development, and toward building an open dialogue with stakeholders.

About Bukovel resort

Bukovel is the largest all-season tourism destination in Eastern Europe, located in the village of Polianytsia. The resort offers modern infrastructure and year-round recreation opportunities. Bukovel resort is settled at the foot of Mt. Bukovel at an altitude of 920 meters above sea level. The resort’s highest point is Mt. Dovha – 1,372 m. The resort area covers five mountains: Bukovel (1,127 m), Bulchynokha (1,455 m, Bukovel infrastructure reaching up to 1,150 m), Dovha, Babyn Pohar (1,180 m), and Chorna Kleva (1,241 m).

Development stages

  • 2000 – research of the area began;
  • 2002 – the first ski lift launched, earthworks started (small lake & lake #2);
  • 2003 – Bukovel’s first branding;
  • 2004–2007 – strategic planning with the Canadian company Ecosign, specializing in ski resort design, followed by active development;
  • 2014 – the relocation of the "Artek" children’s camp from Crimea;
  • 2018 – Major rebranding (a new logo and recognizable visual identity);
  • 2023 – Ferris wheel opening;
  • 2024 – the resort announced its course toward sustainable development;
  • 2025 – MAVKA aquapark opening.

Bukovel now offers:

  • 75 km total of ski slopes of various complexity;
  • 19 modern ski lifts;
  • rental shops featuring global skiwear and equipment brands;
  • a snowpark, tubing and the only rodelbahn course in Ukraine;
  • hotels across categories with a wide range of services;
  • restaurants, cafes and supermarkets for different budgets;
  • MAVKA aquapark;
  • Lake of Youth;
  • Hutsul Land folk-park;
  • electric scooter and bike rentals;
  • a designated square for themed fairs;
  • a skating rink, Bike Zip, ZIP-line and rope courses;
  • Bukovel Tour Center.

Sustainable development management system

In 2024, Bukovel began implementing its integrated sustainability management system. The future Sustainable Development Office team first defined key impact areas, developed initial environmental and community engagement policies, and started collecting environmental and social data in line with international standards.

At the same time, management set up a working group responsible for data collection and analysis, stakeholder engagement and report preparation.

In 2025, this structure evolved into our fully fledged Bukovel Sustainable Development Office.

We concluded that the shift to ESG governance enables:

  • lowering environmental pressure;
  • aligning with global sustainable tourism standards;
  • increasing investment attractiveness;
  • strengthening competitiveness on the international tourism market;
  • building transparency and stakeholder trust;
  • joining global platforms for sustainable destinations.

The resort outlined several core principles of responsible development:

  • minimizing impact on mountain ecosystems;
  • responsible use of natural resources;
  • developing eco-friendly and responsible tourism;
  • safe and decent working conditions;
  • partnership with local communities.

At that stage, the team developed and began gradually integrating the Bukovel Sustainable Development Policy. Its goal is to support balanced tourism growth with a focus on protecting the environment, while also supporting local communities and implementing environmentally responsible practices.

Environmental impact

Energy consumption
Reliable and efficient energy supply is a key part of Bukovel’s operations. It includes both stable energy delivery and measures to reduce consumption and expand renewable energy use.

Key results:

  • energy-efficient equipment introduced across hospitality businesses;
  • a shift to LED lighting that reduced electricity use by 60-80% compared to traditional lamps. Since 2020, this helped reduce CO₂ emissions and save 139.7 thousand kWh of electricity;
  • an automated commercial electricity metering system implemented;
  • solar panels installed on the roof of car park P1 with a total capacity of 0.6 MW.

Electricity consumption in 2024 amounted to: 51,853.585 thousand kWh.

Water resources
Bukovel’s water supply program is a set of measures that ensures uninterrupted, high-quality water supply for all resort facilities.

The resort operates a modern centralized water supply system, including a filtration station with a capacity of 200 m³/hour, which sequentially removes physical, chemical and biological contaminants to meet sanitary and hygiene standards.

Bukovel holds a special water use permit issued by the State Agency of Water Resources of Ukraine.

Our specialists monitor water quality daily. Water consumption is also recorded and controlled every day.

In addition, the resort has an efficient wastewater system and monitors effluents. The sewage treatment facilities have a capacity of 4,000 m³/day and operate using the "C-TECH" technology.

Total water consumption in 2024 amounted to – 1,045.7 thousand m³, including:

  • drinking and sanitary needs – 714.7 thousand m³;
  • production needs – 331.0 thousand m³.

Waste management
Bukovel’s municipal solid waste (MSW) management includes collecting, transporting, sorting and disposing of waste generated by tourism operations and visitor activity. This system is an integral part of the resort infrastructure and aims to protect the environment while supporting a comfortable guest experience.

In 2024, we carried out a waste audit to collect data and identify where waste is generated. We then classified the waste and analyzed its quantitative composition. After that, we introduced regular tracking and monitoring and began preparing to launch a waste sorting program.

The volume of municipal solid waste sent for landfill disposal in 2024 amounted to: 9.952 thousand m³.

Air
At the end of 2024, Bukovel installed a modern air quality monitoring system based on IQAir AirVisual sensors. These devices track several key parameters and allow the resort to generate a daily Air Quality Index (AQI). Sensor data is available online in the IQAir AirVisual app, supporting transparency of environmental information.

Social impact

The resort’s social impact reflects the positive changes it creates for local communities, employees and guests. Bukovel provides jobs and stable income, supports local businesses, and contributes to preserving and promoting the region’s cultural heritage. It invests in social infrastructure, education, inclusivity and staff development, and follows ethical labor and non-discrimination principles. Through cooperation with communities, the resort supports quality of life in the region, promotes responsible tourism culture, and builds a safe, comfortable and accessible environment for all visitors.

People are Bukovel’s key asset. The resort creates safe, comfortable and attractive working conditions that help employees realize their potential and increase engagement.

Implemented:

  • annual pre-season onboarding trainings;
  • ongoing upgrades to employee accommodation;
  • corporate meals;
  • professional trainings (tourism, service, customer support, inclusivity);
  • strategic sessions;
  • an employee support fund for difficult situations
  • annual employee satisfaction surveys: eNPS and Gallup.

The resort’s cooperation with local communities is built on partnership, joint development planning, and responsible use of natural and social resources. Bukovel actively works with the Polianytsia territorial community and other nearby settlements and maintains economic, social and cultural ties with local community members.

In addition, Bukovel consistently invests in regional development:

  • road and infrastructure support, including transport routes and utility networks needed for the safe and comfortable functioning of the destination;
  • cultural events such as festivals, celebrations, workshops and exhibitions;
  • social projects, including the “Artek-Bukovel” children’s camp, focused on education, socialization, sports and cultural development, as well as promoting a healthy lifestyle. During the war, Artek-Bukovel became a platform for social support, hosting children from combat zones, internally displaced children and children from foster families, and providing health recovery, psychological support, a safe environment and active pastime in the Carpathians;
  • sports events: Bukovel serves as a training base for Ukrainian winter sports athletes. In 2024, Bukovel and the Ski Federation of Ukraine signed a memorandum of cooperation, aimed at developing programs for people with disabilities, creating rehabilitation centers and related infrastructure;
  • joint community projects, including sports infrastructure such as stadiums and sports grounds.

Guest safety is an integral part of Bukovel’s Sustainable Development Strategy. The resort continues to invest in infrastructure, staff training, digital solutions and environmental measures to create a safe, accessible and environmentally responsible environment.

At the resort:

  • a highly qualified rescue service is responsible for safety on ski slopes and across the territory, preventing incidents and providing assistance and evacuation;
  • rental shops provide new, certified and safe ski equipment with individual fitting and regular technical checks;
  • our modern Bukovel Medical Center provides emergency and planned care 24/7;
  • ski lifts undergo regular technical inspections and are supported by a full operational control system, with annual staff briefings;
  • pedestrian zones are well-lit, and navigation includes signs, slope maps and routes. Two Information Centers operate on-site;
  • hotels are secured and monitored by CCTV. Three large shelters operate (located at Radisson Blu Resort, HVOYA, and "Buka" EC). Fire safety systems are in place, with alarms, fire extinguishers and evacuation exits. Public order and security support operate 24/7.

Economic impact

Bukovel is one of Ukraine’s largest tourism destinations, thus it creates a significant economic impact on both regional and local levels.

Job creation

  • Direct: hotels, restaurants, ski lifts, rental shops, the medical center, the rescue service, administrative roles.
  • Indirect: tourism, transport, crafts and service companies.

Local business support

  • The resort purchases goods and services from local suppliers and supports regional restaurants, cafes, souvenir shops and local farmers/manufacturers.

Tourism flow and revenues

  • Bukovel hosts hundreds of thousands of tourists annually, contributing to community and state revenues through taxes and tourism fees. Resort infrastructure development stimulates additional investment in the region.

Investments and infrastructure development

  • Construction of hotels, slopes, lifts and transport infrastructure, as well as support for local roads, lighting, water supply and utility networks.

Socio-economic benefits

  • Higher incomes for local communities, stronger small and medium business growth, and improved quality of life through investment in social and utility infrastructure.

Bukovel is not only a ski resort, but also a platform for business development. Commercial spaces of different formats and sizes are available for rent for shops, restaurants, offices, showrooms, sports and entertainment venues, creating opportunities for entrepreneurs.

Social responsibility during the war

After 24 February 2022, the resort continued to operate despite martial law challenges. International tourist flow decreased by more than 90%, but domestic tourism remained important. Bukovel became a space for psychological rehabilitation and support.

Bukovel launched a Recovery Program for military personnel. Since 2022, more than 20,000 AFU servicemen have taken a week-long vacation at the resort, with accommodation, meals and free access to attractions (panoramic lift, Ferris wheel, Hutsul Land folk-park and more).

The resort continues to host up to 100 service members weekly together with their families. The program runs under a memorandum with the Armed Forces of Ukraine, and participant lists are formed by the Main Office for Psychological Support of the Armed Forces of Ukraine.

Initiatives and future plans

In 2025, Bukovel plans to scale its sustainability agenda. Key plans include:

  • launching a waste sorting and recycling program focused on circular economy;
  • expanding renewable energy use;
  • developing alternative mobility;
  • certifying a number of hotels and restaurants under the Green Key program;
  • starting the first stage of Lake of Youth certification under the Blue Flag program;
  • researching tourism trends;
  • launching educational programs on tourism and the environment.

Bukovel Sustainable Development Office (2025)
In January 2025, the Bukovel Sustainable Development Office officially began its work, bringing together specialists united by a shared goal: to make the resort an example of responsible, eco-friendly and socially oriented tourism.

The team includes: Office Head Bohdan Krasavtsev, ecologist Iryna Furdela, inclusivity and veteran policy coordinator Mykhailo Nalyvaiko, and culture coordinator Oleksandra Mecheva. The plan is to add an educational programs coordinator, a PR specialist and a sustainable marketing manager.

2024 was a year of rethinking and laying the groundwork for sustainability. For the first time, Bukovel systematically collected environmental, social and economic data, assessed impact and created a baseline for long-term ESG commitments.

Bukovel confirmed its readiness to follow the path of responsible tourism and integrate international standards, including Green Destinations, which set high requirements for environmental practices, resource management, service quality and cooperation with communities.

Despite the wartime challenges, the resort continued operating, preserved jobs, developed infrastructure and supported Ukrainian service members and their families. This period showcased a resilient team able to adapt while remaining socially responsible.

With the Sustainable Development Office established in 2025, Bukovel moved from data collection to structured impact management, implementing sustainability solutions and raising service quality standards.

Goals for 2025-2030 form a clear roadmap focused on preserving Carpathian natural resources, supporting local communities and improving international competitiveness.

Bukovel aims to become a model of a modern sustainable destination where nature, people, culture and innovation work together. This first report reinforces our commitment to transparency, responsibility and continuous improvement – and to showing that business development and local resource preservation can go hand in hand.
